Senior B.C. Mountie David Teboul pleads guilty to assaulting teenage lacrosse player

ABBOTSFORD BRITISH COLUMBIA — RCMP Assistant Commissioner David Teboul has pleaded guilty to assaulting a teenager involved in a lacrosse game with the officer’s son in Abbotsford, B.C., in July 2025.

An agreed statement of facts read out in a court in Abbotsford at a sentencing hearing says Teboul held the 16-year-old victim by the neck with enough force to lift the youth off the floor against a low wall.

The statement says when Teboul grabbed the teen by the neck a second time, it lasted 15 seconds and he bent the victim over the wall.

The statement read in court by special prosecutor Andi MacKay says Teboul declared he was a police officer during the assault, which may have led to the youth not fighting back, and that Teboul later gave Abbotsford police an account “inconsistent “ with what was captured on a video shown in court.

The plea on the single charge comes more than a year after Teboul was charged with two counts of assault and one count of assault causing bodily harm by choking, suffocating or strangling.

His lawyer, Brock Martland, is asking for a conditional discharge while the Crown is requesting a suspended sentence with an 18-month probation period.

“There was zero provocation in this case,” MacKay said in court, calling a conditional discharge ”wholly inappropriate.”

Teboul’s trial was set to begin on Tuesday, but the dates were vacated pending Wednesday’s appearance at the Abbotsford courthouse.

The BC Prosecution Service appointed MacKay as a special prosecutor in August last year as the Abbotsford Police Department investigated the allegations against the officer, and Teboul was charged about a month later.

The court heard on Wednesday that the altercation happened on July 2 last year at the Abbotsford Recreation Centre, after the lacrosse game in which Teboul’s son participated.

According to the statement of facts, a verbal altercation between Teboul’s son and the other player, 16, drew the involvement of Teboul’s wife and became violent when Teboul intervened.

According to the RCMP’s website, Teboul has been a Mountie since 1997 and has served in detachments along the west coast of Canada.

It said his career included more than a decade of homicide investigative work and several years in charge of the RCMP’s Anti-Corruption Unit, before he joined British Columbia’s National Security Counter-Terrorism Program, where he served for eight years and was in charge for nearly three years.

In March 2024, Teboul was appointed assistant commissioner in the position of federal policing regional commander for the Pacific region, which includes B.C. and Yukon.

It said he led all federal programs in that role, including national security, drugs and organized crime, border integrity, financial integrity and protective services.

The website said he had also “been granted several RCMP service awards and commendations.”

Teboul received the King Charles III Coronation Medal in June 2025, about two weeks before the alleged offences.

The prosecution service has said special prosecutors are appointed “to avoid any potential for real or perceived improper influence in the administration of justice” given the nature of the allegations and Teboul’s senior position of authority.
